I think its possible to feel bad for the people of New Orleans AND think Mike's comment was funny. That's the camp I'm in.

They say that in the event of an emergency you can see the real person in all of us. Our true colors start to come out. The mayor of New Orleans is backing the actions of his people. His thoughts are " they cut our gas and water- so I can understand them lashing out in this way." So lets justify looting for clothes jewlery and water logged tv's and appliances? I am not religious but I was once told that in the bible god made referance to thes situations in the line of-it is ok to steal bread for your family in a time of need but not jelly.
