I think it's hard to tell from the photo. If an animal is uncomfortable in the clothing its owner puts on it, it struggles against it. We obviously can't see that here.

please. this is not any more cruel than the hundreds of other ADORABLE dog costumes on display at the annual dog parade. lets pick our battles here people.
